James David Lalu is the Executive Secretary and chief executive officer of National Commission for Persons with Disability, Nigeria.[1] As the Executive Secretary of NCPWD, James Lalu works to prevent discrimination against persons with disabilities and to create equity between them and other people in terms of opportunities and rights. The Agency is under the supervision of the Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development headed by Hajiya Sadiya Umar Farouq. Shouldered with the responsibility of coordination and implementation of policies, programmes and projects on disability and development in the thirty-six states of Nigeria, focusing on the twin-track approach to Disability Inclusive Development, Lalu works with other ministries, agencies, religious leaders[2] and organizations across the country to end discrimination against the 31 million[3] disabled people in the country.[4]
Background
Born in Mangun District of Mangu local government of Plateau State in North Central Nigeria, James David Lalu grew and studied in his state. At the age of 19, he woke up one morning not able to hear completely and that marked the beginning of his life in the world of deaf.[5]

Between 2002 and 2005, Lalu got his bachelor's degree in Guidance and Counselling / Economics in University of Jos. In 2010, he got master's degree in Educational Guidance and Counselling from the same university. He is currently studying for PhD in Community-based Rehabilitation at the University of Jos.[5]
Career
In 2007, he became Senior Special Assistant to Governor Jonah David Jang of Plateau State on Disability Matters[6] He maintained that position until 2013 and the following year, in 2014 he became State Coordinator, Community Based Rehabilitation Program for People with Disabilities.
Due to his advocacy and publication, Lalu was a Member in charge of Rehabilitation and Planning Research and Statistics from 2013 to 2015.[7] In 2017, Lalu became the Executive Chairman of Plateau State Disability Rights Commission a position he keeps even after appointing him as the chief executive officer and Secretary of National Commission for Persons with Disabilities.
Politics
Mr James David Lalu is an active member of the Nigeria's ruling party All Progressive Congress and is a Member of the APC National Caretaker Committee to run the party.[6] He is representing Nigerian people with disabilities.
