This is a very informative article. For me, it looked as if the brakes had only failed at the bottom of the hill, although I assume that the break failure had already occured before, resulting in the excessive speed.

I don't have a specific reference that states that all are accounted for, but further down in the article it states that the well-being of the missing persons is not being questioned, meaning that they would not be added to the fatality count.
