Cleanup of election result section

The Government section with municipal election results almost consistently uses the wrong year ranges. Norwegian elections are in September, and take effect almost immediately. Therefore the council periods and mayor periods should start in the election year, not the following year. The different entries still need to be verified since there are exceptions to this, possibly in both list, due to both WW2 and deaths.
