Plot

After being elected Boating School Hall Monitor, SpongeBob reads out a very long speech, and winds up wasting the entire day. Out of sympathy, Mrs Puff allows SpongeBob to at least wear his uniform until the next day. However, SpongeBob goes above and beyond the call of duty, first trying to guide traffic stuck at a red light (and causing a massive pile-up,) and then ends up perpetrating a rumor of the Open-Window Maniac (ironically himself). Then, SpongeBob finds Patrick littering his strawberry ice cream, and labels him as a criminal. When a front page newspaper headline alerts SpongeBob about a maniac causing trouble around town, he lets Patrick turn over a new leaf as a deputy. They end up getting ice cream twice (Patrick's idea of a scandal), but then SpongeBob and Patrick try and find the maniac using walkie-talkies. Two policemen ask Patrick if he's seen the maniac, and they show him a picture of SpongeBob. It suddenly gets dark and Patrick gets frightened. SpongeBob eventually meets up with Patrick, but not face to face. Soon, after lots of shenanigans, SpongeBob finds out he is the maniac. The police are about to arrest SpongeBob, but Mrs. Puff tells the officers that he was her responsibility. Mrs. Puff ends up getting arrested.

  • When Patrick says "He's at the intersection of Conch and Coral" and it zooms out, there are no streets intersecting.
