Shimelis Abdisa (Afaan Oromo: Shimallis Abdiisaa; Amharic: ሽመልስ አብዲሳ)  is an Ethiopian politician serving as the president of the Oromia Regional State since 18 April 2019. Shimelis was born in 1978 in Ginchi town, in the present Oromia Region. He attended his Primary school (grades 1-6) education at Ginchi Primary School; Middle level (grades 7-8) at Awash Gura Ginchi. He attended Grades 9 and 10 at Holeta City.

It was in 1996 E.C., when he was 11th grade Social Science stream student at Ambo Comprehensive Secondary School that he came across Kebede Desisa, the current State Minister of FDRE Communication Service. Kebede Desisa, a student of the same grade with Shimelis, was the General Secretary of Ambo Comprehensive Secondary School Student Union and Shimelis Abdisa was an active member. Two years later, in 1998 E.C., up on their completion of secondary school, both Shimelis And Kebede were assigned  to Addis Ababa University. Shimelis joined the Department of Philosophy while Kebede was admitted to the department of Political Science and International Relations. Both departments were under the Political Science & Philosophy Stream.

During the following years of their university stay, they shared the upstair and downstair of the same bed. During his university stay, Shimelis was active participant of  various studies and panel discussions. Shimelis  was bold enough to say what he believed in. Once, while they were attending a study at the university, Kebede remembers, that he challenged Professor Gebru Mersha to admit the fact that, it was the later’s generation, the 1960’s, who spoiled the country's politics  only to end up as politics of conspiracy and scandal.

In political matters, he had a firm belief from the beginning that by joining Oromo People’s Democratic Organization (OPDO), the member organization of the ruling Front before 2018, struggling from within could bring about a significant political change in the region in particular and Ethiopia in general. Up on his graduation, though assigned as a assistant graduate at Mizan Tepi University, he turned down the offer. To the surprise of many, he also failed the offered by Professor Ramose Mogobe, a renowned South African scholar, to teach at a university in South Africa at a very generous salary.When asked why he pushed for an opportunity that many begged for, he replied, “my desire is to serve my people; I have a dream in this regard."

In 2004 E.C, he rejoined Addis Ababa University, the Institute of Human Rights as a post graduate student. His former teacher,  Dagnachew Asefa (PhD) once wrote “when he was a post-graduate student at the Institute of Human Rights, I worked with him for two years as dissertation advisor  and teacher.”  The focus of his study was examining the relation and contradiction between Liberty and Order; He researched and presented his research, Dagnachew witnessed on philosophical texts from Hegel to Isaiah Berlin. During these years, he was also teaching philosophy courses at the same university.

After he left the university, joined the President Office of Oromia Regional State as a junior expert. Before appointed as Acting President of Oromia Region, he has served in various roles including, Director of Protocol and Communication Directorate at Oromia President Office; Deputy Head and Public Relation Head of Oromia Development Organizations, Head of  Intellectuals Development Department at Oromo People’s Democratic Organization, (O.P.D.O.); Deputy Head of Oromia Towns and House Development Bureau; Head of Oromia Construction Bureau and lastly, Chief of Staff, at Prime Minister Office.

For instance, he served as Head of the Office of the Prime Minister replacing Fitsum Arega in November 2018, who had served as Ambassador of Ethiopia to US. On 18 April 2019, the Oromia Regional State Council appointed Shimelis as the president of the Oromia Region, preceded by Lemma Megersa. Shimelis made controversial speech which recalled the oppression of Oromo people by neftegna system during Ethiopian Empire rule. Many people in social media criticized Shemelis speech whereas the Ethiopian Citizens for Social Justice stated that the Oromo Democratic Party (ODP) used the festival for politically motivated agenda.[10] In 2022, the head of Amhara Association of America call Shemelis to resign from office as a result of growing persecution of Amhara people in Wollega.[11]
