I don't understand the "block message." Can you explain what I should do?

{{help}} Apparently there's been a lot of vandalism edit coming from the same IP address that you're using, that is, 75.100.82.191. I'm not completely sure, but I think the block on that IP address doesn't let you edit Wikipedia (except this talk page) if you're not logged in as a registered user, but does let you edit if you're logged in.

Normally, it's very easy to register an account and log in with a name or pseudonym. You just click "log in/register" in the upper right corner, and enter a name (or pseudonym) and password to create an account. Then you will be editing with a named account, not just an IP address.

For example, if you click "history" at the top of this page, you'll see that the edits you did are marked with just your IP address, but my edits are marked with my username, "Coppertwig". You need to get a username like that. Then you'll be able to edit from this IP address.

If you already have an account, just log into your account and then you will be able to edit.

It might or might not be possible to create a new account from this IP address. If it's not possible, then you need to send an email to Unblock-en-l@lists.wikimedia.org and ask them for assistance. I believe that they will help you register an account, and once you have your account you can log in and then you can edit Wikipedia whenever you are logged in, even if you're on a computer that's on this blocked IP address.
