That user was part of a tag team of vandals all vandalising the same page at the same time (and this was indicated in the AIV report). Given that this shows the accounts were being blatantly unconstructive (they had 14 vandal edits within 15 minutes!) I didn't see the need to go through the full warning process. Blogs are most definitely subject to speedy deletion under criterion A7. That doesn't mean that articles on them aren't allowed; it just means that if the article doesn't prove the blog is notable, it can be deleted on site. You were fine to delete the article.
