* Look, I wouldn't object, I very much would like it. There's quite a fine line between common usage and real life versus legal names. I suspect we'll have people changing it back and forth if it's done, but I'd be willing to take the risk. I used to live in [[Upper Hutt]], and it's damned confusing, this whole business... Interestingly Hutt City is not actually the formal or offical name of this locality.
Offically named Lower Hutt by the New Zealand Geographic Board (http://www.linz.govt.nz/rcs/linz/pub/web/root/core/Placenames/SearchPlaceNames/searchplacenames/index.jsp?p=53465 ) the Lower Hutt City Council changed its legal name as part of a branding exercise to Hutt City Council (see the Lower Hutt City (Name of City Council) Act 1991) and started using the term Hutt City in place of Lower Hutt to describe the area. Lower Hutt remains the offical name of the area.
Nobody actually calls it Hutt City, except the Council and a few businesses in the area. It's still Lower Hutt.
