I appreciate that CIA has more than one meaning, that's why we have a disambiguation page. I contend that Central Intelligence Agency is the primary meaning among Wikipedia users, and is the primary intended target when the link CIA is used. (Please see "What links here" for a list of links that would need changing otherwise.) The article on the Agency begins with a hatnote pointing to CIA (disambiguation), as per WP:DAB#Disambiguation Links, so the circle is complete. Also see WP:MOSDAB#Linking to a primary topic.
