"D"eaf athletes?

Is there any reason why the first sentence talks about the games being for "Deaf athletes"? I was given the impression that Deaf with a capital D is used by some to talk about a distinct Deaf culture, whereas the qualification for the Deaflympics seems pretty clearly based upon hearing impairment only.
