Without the comma, the phrase falls into the following two clauses: "A bomb attack in Zagreb" and "Croatia kills Ivo Pukanić ...". The first clause us incomplete (a verb is missing), and the second clause is false. |

Croatia isn't a parenthetical, the term 'Zagreb, Croatia' could be treated as a single subject by itself, in the same way we would say 'blast in New York City kills...' and not 'blast in New York City, kills...'. That being said for comprehension's sake an extra comma could be useful. Attack on Syria
Notwitstanding the fact that the current wording buys the Pengaton press release version wholse, it is also problematic in its description of reality. The wording at present is "United States Special Forces carry out a raid on a foreign fighter logistics network". In short, U.S. forces attack foreign fighters in Syria? Who are the foreigners here really? Is a U.S. soldier in Syria less foreign than a Syrian, Lebanese or Yemenite?
