The code is named after Stephen W. Kearny. This code was enacted after the United States conquest of California. The code basically says that United States Anglo citizen must be fair, just, and are to make sure that Mexicans, who were already living in California prior to the conquest are seen as United State citizen. For the most part, unless the Mexican-American was wealthy, this code was not practice or enforced.
