Tulasa PR

With respect, I removed and archived the request for a peer review of Tulasa. Because PR is so busy, and editors who volunteer to do reviews have a hard time keeping up, PR has limits. These are explained briefly on the main PR page and in more detail here. Tulasa doesn't meet the limits because of the major clean-up tags.
