I counter WP:BLP1E with WP:ENC. Although, I do realize the article requires additional information.

Let me point out that...

1. Many naval officers including Oliver Hazard Perry have there own article for only a single, notable incident.

2. The USS Bainbridge (DDG-96) deserves for it's commanding officer have a wiki article because of it's importance in anti-piracy missions.
