Gary Richard Herbert (born May 7, 1947 in American Fork, Utah) is the Lieutenant Governor of Utah. He was elected on November 2, 2004 [1] and re-elected on November 4, 2008 [2] with over 77% of the vote. With the nomination of Utah's current governor, Jon M. Huntsman, Jr., to be the US Ambassador to China, if confirmed, Lt. Governor Herbert will assume the office of governor.[1]

Selection as Huntsman's Lieutenant Governor

In November 2003, Herbert—who was then a county commissioner for Utah County—began campaigning for the Republican nomination for Governor of Utah. In April, 2004, a month before the state convention at which the gubernatorial nominee would be selected, Herbert joined forces with his then-rival, Jon M. Huntsman, Jr., becoming Huntsman's Lieutenant Governor running mate. The combination of the Huntsman and Herbert delegations was likely critical in Huntsman's securing of the nomination over incumbent governor Olene Walker.[3]. The two went on to defeat their Democratic opponents in the November election.

Re-election as Lieutenant Governor

The Gubernatorial tandem of Jon M. Huntsman, Jr. and Gary R. Herbert faced little opposition during their 2008 campaign for re-election. After achieving a plurality of votes in the state Republican Party convention, Huntsman and Herbert avoided a Primary Election and were challenged in the General Election by Democratic Party candidates Bob Springmeyer as the candidate for governor and Josie Valdez as the candidate for lieutenant governor. Third-party candidates Dell Schanze and Joey Hobbs ran as the Libertarian Party choices for governor and lieutenant governor.

Governor Jon M. Huntsman, Jr. and Lieutenant Governor Gary R. Herbert were re-elected to a second term of office with over 77% of the vote [4]. The margin of victory for the Huntsman/Herbert ticket was the largest in Utah State history for a statewide race.[2]

Duties as Lieutenant Governor

In addition to the significant constitutional and statutory duties assigned to every Lieutenant Governor of Utah, Lieutenant Governor Herbert also serves as Chairman of over thirteen statewide commissions, such as the Utah Commission on Volunteers [5], the Utah Commission on Civic and Character Education [6]and the Utah Emergency Management Administrative Council [7].

Additionally, at the direction of Governor Jon M. Huntsman, Jr., Herbert leads state efforts concerning homeland security, transportation, water and rural affairs issues.

Handling of Election Administration

Arguably the most important duty of the Utah Lieutenant Governor is to maintain general oversight authority over all elections [8]—federal, state, or local—that take place in Utah. In 2007, Herbert oversaw the first statewide voter referendum to take place since the creation of the Lieutenant Governor's post.[citation needed]

Experience

Prior to his election as Lieutenant Governor in 2004 on the Republican ticket with Jon M. Huntsman, Jr., Herbert served fourteen years on the Utah County Commission, serving as chairman. Herbert also served as the president of the Utah Association of Counties, where he was named as Utah's Outstanding County Commissioner and County Elected Official. He is also the recipient of the National Outstanding Republican County Elected Official of the Year award.
