Stamp was born in Wheeling, West Virginia. University of Virginia School of Law. He received a B.A. from Washington and Lee University in 1956. He received an LL.B. from the University of Richmond, T.C. Williams School of Law in 1959. He was in the United States Army Private from 1959 to 1960. He was in the United States Army Reserves First Lieutenant from 1960 to 1967. He was in private practice in Wheeling, West Virginia from 1960 to 1990.
