I think it not fair to assume Pinochet wasn´t going to accept the 88 elections, and that what you have lightly done having a long section of mostly base-less guessing why he decided to accept the results. From March 11, 1981 to March 11, 1990, several organic constitutional laws were approved leading to the final restoration of democracy.
