If this article is about a concept and a practice that are unique to the United States, shouldn't it say that? If in fact these types of immunity are available in other countries (and I kind of suspect that they are), shouldn't the article cover them too? Or does Wikipedia, which claims to be international, in fact have (as some critics claim) an overwhelming and parochial bias to U.S. topics, as if the rest of the world just doesn't matter?
