Speculation on Crew Roster

Nicole Stott

I believe it is because of delays in other rotations and the way the manifest is playing out. Plus the Russians want to send one more tourist to the station. So instead of sending up that Soyuz up with 2, they will send 3, bring Stott back on the shuttle and the next Soyuz launches will all have 3.
