Sailor Galaxia is a fictional character in the Sailor Moon metaverse. She appears as Sailor Moon's strongest opponent in the post-canon manga STARS and its anime counterpart, Sailor Stars.
Sailor Galaxia is the self-decribed "Golden Queen of Shadow Galactica" who possesses the Sapphire Crystal and directly commands the Sailor Animamates. Her goal is to discover all the Sailor Crystals in the universe.
Background (manga version)
Sailor Galaxia was born alone on a small planet she deemed "trash". She wandered through alone until the day her powers awakened. But she had no purpose for herself, and felt she needed something more in life. Even being just a Sailor Senshi was not enough; she craved something and she thought that was power. She believed that she was the chosen one of God.
She left her planet in search of another place which she could call home. During her travels she came upon a bar, talking to someone there she asked about the place "where stars are born". Not finding an answer, she determined that everyone there was "trash". But someone caught her attention when it spoke of the holy land she was searching for. That someone was Wiseman.
Wiseman showed Galaxia what she was looking for—the Galaxy Cauldron. She discovered that in order for her gain control of the Galaxy Cauldron she had to eliminate the force which currently controlled it, that being Chaos. To do that she needed to gather the Sailor Crystals of all the Sailor Soldiers of the galaxy. Those powers combined together with that of Sailor Moon would destroy Chaos.
However, Galaxia became enslaved to Chaos; the manga doesn't explain how this happens. She then created Shadow Galactica and traveled to planet after planet turning them into places of death. She picked up followers here and there promising them power. The Animamates were those who wished to become true Sailor Soldiers and Galaxia promised them such things.
Her last goal was Earth. She killed Mamoru Chiba and all of the solar system's Sailor Senshi in order to drive out Sailor Moon's ultimate form, Eternal Sailor Moon. They fought long and hard until Galaxia held her over the Galaxy Cauldron. But she was betrayed by Chaos, and almost fell in the pit herself. She was saved by Eternal Sailor Moon, but the power of the Galaxy Cauldron broke the bracelets around her wrists, exposing her to the raw energy of the Cauldron. She vanished, leaving behind only her golden brooch.
Her last words were "This planet will continue to shine in the universe eternally", referring to Eternal Sailor Moon.
Background (anime version)
Sailor Galaxia was once the legendary strongest Sailor Senshi in the universe. The Sailor Wars pitted all of the Sailor Senshi against those who infringed on love and justice. Eventually, the Wars ended when Sailor Galaxia sealed the source of all malice, Chaos, within her body to save the cosmos. However, Chaos began to increase its power while it was sealed, and, knowing her power put the entire universe at risk, Galaxia expelled her star seed into the rural galaxy of the Milky Way, where the newly born stars of love and justice resided.
It was her last act of free will. Now completely controlled by Chaos, Sailor Galaxia sought to steal all the star seeds in the universe to control it for herself in the name of "Star Galaxia". Among the planets she wrecked was the planet Kinmoku; the Sailor Soldiers and the Princess of the planet managed to escape destruction and flee to Earth, the last place that Sailor Galaxia had not invaded.
To be able to enter Earth, Sailor Galaxia needed to do two things first. The first thing was to break the seal of Queen Nehellenia, in order to force the awakening of the soldier of death Sailor Saturn. Nehellenia inflicted a curse that paralyzed Mamoru Chiba, which caused the Sailor Senshi to fight her once more to defend the existence of Sailor Chibi Moon. After Nehellenia's nightmare was defeated by Sailor Moon, Galaxia began her plan.
As Mamoru Chiba was flying to America to begin his studies, Galaxia froze the airplane he was travelling on in time and stole his star seed, the Golden Crystal. Once this was done, she sent her Animamates to find true star seeds belonging to Sailor Soldiers - in other words, Sailor Crystals. After numerous failures, Galaxia would kill the Animamates, until eventually she confronted the Sailor Senshi herself.
Before the final confrontation between Eternal Sailor Moon and Sailor Galaxia, all of the other Sailor Senshi's Sailor Crystals were stolen, and the mysterious little girl that had appeared to Usagi Tsukino, Chibi Chibi, was revealed to be an incarnation of Galaxia's star seed. When Eternal Sailor Moon's star seed was stolen, Chibi Chibi loaned her her spirit. Once that was done, she asked Sailor Moon to kill Galaxia with her weapon, the Sword of Sealing.
Unable to do so, Sailor Moon instead gave Sailor Galaxia the strength to expel Chaos from her body, an act which returned darkness to the hearts of all life. Once this was done, Sailor Galaxia's soul was restored and the star seeds she had stolen were released. Galaxia then left with the task of returning the star seeds home.
Her seiyuu was Mitsuko Horie, an idol in Taiwan who also voiced lines from the manga for her image songs.
