Requirements to be awarded?

Anyone know if there are, and what the requirements are for it to be awarded? Examples: Term/length of service? (most fire services have a "membership duration award" so wondering if this is considered..) Position of standing? (for example a non fire-active member.. say communications brigade.. is eligible?) Recognition of service? (attending/participating in large scale activites/events)
