Maryland Route 21 begins at an intersection with [[Maryland Route 445]], otherwise known as Tolchester Road. MD 21 carries the name of Tolchester Beach Road, and this road continues west beyond the MD 445 intersection without the MD 21 designation. Maryland Route 21 travels west from this intersection, carrying a {{convert|50|mi/h|km/h|adj=on}} speed limit, through a large wooded area. Upon curving due east and crossing a small creek, the road exits the forest and passes through farmland, with few residences along the route. It then curves to the southeast and shortly after meets its eastern terminus at [[Maryland Route 20]], continuing southwest across this intersection as Sandy Bottom Road and without the state designation.
MD 21's west terminus is coexistent with the northern terminus of MD 445 (Tolchester Road) in Tolchester Beach. Two county highways issue from the intersection: Bay Shore Road heads north while Tolchester Beach Road heads west to the former resort area. Maryland Route 21 (MD 21) is a state highway in the U.S. state of Maryland. The state highway runs 2.42 miles (3.89 km) from MD 445 in Tolchester Beach east to MD 20 near Fairlee in western Kent County. MD 21 was constructed in the mid 1920s to provide a modern road connection to Tolchester Beach, then a major beach resort on the Chesapeake Bay.
