The expression is apparently also an American legal term. The Supreme Court can grant "cert" which means that the Supreme Court will hear a case from a lower court - apparently in situations where other, and lower courts, feel that this issue should not be an issue because previous law should have clarified the point. Though if "cert" is granted the Supreme Court (or some of the Justices) feel that there may be a reason for them to hear a presentation of the case.

CERT (Computer Emergency Response Team) was created by DARPA in November 1988 after the Morris Worm struck. It is a major coordination center in dealing with Internet security problems.
