Listing the ku

Just to clarify, I wasn't trying to imply that wards themselves are inherently undeserving of articles. We have many articles on notable neighborhoods. (N.B. The wards of Sakai are just administrative districts that don't really denote coherent communities.) I was rather questioning whether including the 区 names without any description of them was useful content for the article. If we're going to leave the names in, maybe we should just scrap the redlinks. This page is at 8K (pretty dismal for a city of over 800,000 people) and it seems to me that a lot of the type of information at Nishi-ku, Fukuoka could be inserted into the article here before we'd need to break anything out.
