IP Block Exempt

What is required for a user to get the IP Block Exmpt flag? I am a user who left in good standing, returning under a new name. My old name was subjected to CU abuse and I would like the flag to be able to edit using a proxy so that CUs cant do what they did again. I used to work in vandel fighting, CSD and new page patrol.
