Why don't you make the decision for yourself, and read the article and investigate before editing it and putting a speedy deletion notice on it? The 'how to use helpme' could be clearer; it tells them to 'type {{helpme}} below' - and, they'll thus type 'helpme' - not edit the page.
I don't like the ending, because it says nasty things, then 'welcome' ie Never vandalize, or you will get blocked. Remember to familiarize yourself with many of Wikipedia's policies. Once again, welcome to Wikipedia! - see what I mean?

I agree that the bit about vandalism could perhaps be worded less harshly. I also question why you include the bit about {{adminhelp}}. Many new users don't really know what the administrators here do, and I can see it causing users to choose it just because it seems more authoritative. At the end, please expand some of the acronyms (see WP:WOTTA for more information).
You've got too much information on that template. Currently there are 12 links to various policies and pages, and for a new user this may be too much. If someone presented me with this, I'd give it one quick look and either ignore it completely, or just avoid editing in fear of violating any policies. I'd suggest linking to the five pillars instead of the policies you've linked at the end, and drop as many links as possible from the list you've created. Does the tutorial say the same as the manual? If so, drop one of them. Is the FAQ/questions/new contributors help page more or less duplicates of each other? Drop two of them. And so on. Minor suggestions:
  • Put a line break in the link-list and group them as best you can. Or remove 1-2 more.
  • Remove '(or if you are editing without your account, your IP address)'.
  • Change 'I recommend you read The Five Pillars for Wikipedia' and put it as one of the links in the list.
  • Change 'If you make a mistake, Don't be ashamed and learn from it.' To '...[don't worry about it] and learn from it'.

Greetings. I was pointed to your userpage because a user had a concern over the statement you have: "I hereby license all of my contributions (other than images and contribs to my userspace) under the Attribution-NonCommercial-ShareAlike 3.0 Unported license. The images I upload will have their license info on the file page it is located at. My contribs and pages in my userspace are licensed under the Attribution-NoDerivs 3.0 Unported license." The problem with this is this license is not acceptable for Wikipedia. When you press edit and save it, "you agree to the Terms of Use, and you irrevocably agree to release your contribution under the CC-BY-SA 3.0 License and the GFDL. You agree that a hyperlink or URL is sufficient attribution under the Creative Commons license." You are welcome to dual license your contributions, but you are not allowed to make it more restrictive (so using CC-PD is fine, but CC-ND or CC-NC is not allowed). My son is only 9 years old. He, BOTH, innocently & INTELLIGENTLY managed to create his own article for “Transformers Legends of Destiny”. In this article, he attempted to share a potential game “concept” of his very own. I am, not only proud but, IMPRESSED by his talent, confidence, intelligence, literacy, creativity & determination to TRY. I am not, however, IMPRESSED by your less than sympathetic approach to a little boy! Perhaps, in the future, you should ENCOURAGE children that hope to trail in the paths of yourself…and those like you. Our children are our future. Our children look to "role models”…oddly (in this very case) you are one of them. I hope that this message will help you to take a more PERSONAL approach to the very future you tenderly hold in your hands…with the very words you write. There is NO reason to report my son. Your “deleting” him sends message enough. BTW, maybe you COULD HAVE offered other forums where his work might have been welcomed.
