In late 2011 news leaked that the Taliban was

  1. requesting recognition of an official office in exile in Qatar;
  2. requesting the release of the remaining Taliban officials in Guantanamo, most notably Mohammed Fazl, usually described as the former Taliban deputy minister of intelligence;
