As slang for 'the cops', 'one time' seems to see most of its usage from early/mid 90s rap songs. Sure, most of them were west coast rappers, but that was coincidental to that they were firstly )rappers and secondly 2) african-american. As slang for 'the cops', 'one time' seems to see most of its usage from early/mid 90s rap songs.
