Dr. Jayakant Mishra

Jayakant Mishra (born 22 November 1922- died 3 February 2009) was an Indian author, scholar and language critic. He was born in Varanasi to a family of (Maithil)and Sanskrit scholar. Mahamahopadhyaya Dr. Umesha Mishra was his father, and Mahamahopadhyaya Pandit Jayadev Mishra was his grandfather. His family originally belonged from village Gajhara of Madhubani district of Mithila. He was an M.A.(1943) and worked as Lecturer in the Department of English and Modern European Languages at Allahabad University.His Ph.D. thesis in English was on 'History of Maithili Literature', and that was on the advice of Dr. Amarnath Jha. This research work was later published in book form and became a classic. He got his retirement as professor and Head of the Department in 1983. He was selected as Visiting Fellow in English at Sagar University for the period 1985 to 1988. He was called upon to All India Board for Research Awards in Humanities in 1986 at Mysore. He was also Dean, Faculty of Languages and Social Sciences, Chitrakoot Gramodaya Visvavidyalaya from 1992 to 1994.

Criticism

History of Maithili literature, Folk literature of Mithila, critical edition of Kirtaniya Dramas, Lectures on Thomas Hardy, Lectures on Poets and The complex style in English Poetry are some of his works.[1]

Maithili-English Dictionary

Maithili English dictionary, named Vrihat Maithili Shabdakosh (वृहत मैथिली शब्दकोश/ৱৃহত মৈথিলী শব্দকোশ)(edited by him) was published in two volumes. In that dictionary Maithili words are written in both Devanagri and Tirhuta scripts, along with its equivalent phonetics in English. These two volumes of dictionary will ever remain source of inspiration for the Maithil community.[2]

Later in 2009 first (and till date the only one) English-Maithili dictionary was published by Videha group (editors Gajendra Thakur, Nagendra Kumar Jha and Panjikar Vidyanand Jha). It used International Phonetic Alphabet (IPA), Tirhuta, Devanagari and Roman Scripts, for the first time. After that a comprehensive Videha English Maithili Dictionary was brought out.

A series of Maithili-English dictionaries was published by Videha group in 2009, (editors Gajendra Thakur, Nagendra Kumar Jha and Panjikar Vidyanand Jha). It also used International Phonetic Alphabet (IPA), Tirhuta, Devanagari and Roman Scripts. This series was dedicated to Late Deenbandhu Jha, Pt. Govind Jha, Late Bhavnath Mishra, Sh.Matinath Mishra Matang, Late YugalKishor Mishra and Dr. Jayakant Mishra.[3]

Court case against the government of Bihar

High court, Patna

As per the article 350(A)of Indian constitution, Maithili speaking child have full right to get at least primary education in Maithili medium.[4] But, The Government of Bihar had been violating this act since starting.

Dr. Mishra had filed a writ petition in the Patna High Court, CWJC-7505/1998 against the Government of Bihar for providing Minimum Primary education in Maithili medium in the Maithili speaking region of Bihar.[5]

3 September 1998

Writ Petition, CWJC-7505/1998 was filed in High Court, Patna. Dr. Jayakant Mishra was the Petitioner and Lalan Kumar Verma was his advocate. Bihar Government was the respondent in the case and its advocate was A.N. Singh(SC8).[6]

26 September 2002

Final judgment was given in the favour of Dr. Jayakant Mishra. The Chief Justice with Justice Mr. R.N. Prasad ruled out the Judgment.[7]

Supreme court, New Delhi

After losing in The High Court- Patna, The Bihar Government appealed in the Supreme Court- New Delhi against the judgement of The Patna High Court. Here also, the judgement was ruled in the favor of Dr. Jayakant Mishra.

2004

Bihar government made a civil appeal (CIVIL APPEAL NO(s). 7266 OF 2004) in the Supreme Court. Mr. Manish Kumar and Mr. Gopal Singh were the advocates from the Bihar government side. Mr. Vijayendra Mishra and Mr. Anil Kumar Jha were the advocates from Dr. Jayakant Mishra side.[8]

30 September 2010

The Supreme court (Court no.9) in its judgment, rejected the appeal of Bihar government and the Judgment of HC-Patna was continued and accepted by both the parties. The judgment was ruled out by Justice Mr. B. Sudarshan Reddy and Justice Mr. Surinder Songh Nijjar.[9]

Withdrawal of similar cases

The Bihar govt has withdrawn few other similar cases (like Civil Appeal No(s). 2203-2208 of 2001).[10] It clearly indicates that the Bihar govt has understood that Mithila & Maithili can’t be kept under suppression any more.

Mishra's support for Mithila state

Deeply devoted to the cause of his mother tongue, Maithili like many other Maithils.

Dr. Mishra depite his old age and illness formally accepted its presidentship in the SECOND INTERNATIONAL MAITHILI CONFERENCE at Madhubani on January 8th 1996 on which post he remained till his death (on Feb 3, 2009), touring the interiors of Mithila even with the implanted pacemaker.

Death

Mishra died at his Allahabad residence on February 3, 2009.[11]
