Sure, go ahead and make the change, so long as you hang the references on it. You clearly understand what the problem with the previous version was; I didn't have the time (or the interest) to verify if the statement was true with that exception, or if perhaps there was something else you meant, and I particularly wanted to steer clear of putting something that might be untrue in a [[WP:BLP]].
