:A: Yes, unless it's an "only" warning. I actually think that 3 is probably enough, because if they vandalize three times, it's usually bad faith and intentional. In most cases, 4, but possibly earlier if the user is making constant, intentional vandalism. |

:A: No. I think that the amount of vandalism is small compared to the amount of useful edits made by IP editors. Besides, registration usually does not prevent vandalism. |
