Said link provides an appropriate resource for residents of those areas, namely non-profit programs. It is not commercial or inappropriate to those areas.JColgan

Please read WP:EL. Wikipedia is not a link farm. Your proposed standard— all resources appropriate to residents of an area— would allow hundreds of external links in any article covering a population center. Please don't start making up your own standards.

Further, your editing history on the Delaware County Youth Initiative article makes it clear that this is not a disinterested addition on your part. You will notice, for instance, links to a country club that is not in the municipality listed. Both DCYI and HCI links provide information on programs and events in those communities, without requiring a link to each individual group - Boy Scouts, Girl Scouts, Explorers, Venturing, "cadet" programs (Sea Cadets, Civil Air Patrol, etc.), clubs, after-school programs, etc. A standard of a portal to that information reduces the need for such links and provides relevent information about and to those communities.JColgan

The portal notion would be fine, if there was any need for links to community service. There isn't. And the existance of the link to the golf club link means nothing-- it too should and will be removed.
