Said link provides an appropriate resource for residents of those areas, namely non-profit programs. It is not commercial or inappropriate to those areas.JColgan


Please read WP:EL. Wikipedia is not a link farm. Your proposed standard— all resources appropriate to residents of an area— would allow hundreds of external links in any article covering a population center. Please don't start making up your own standards.
