The most effective means of achieving the Wiki ideal is consistent, peer driven persuasion. There's a false dichtomy that that which is not blocked for is accepted. Just as civility is not a black and white issue, "enforcement" is not either ''it's fine'' or ''block!'' A gradual, escalating continuum of steps should be taken, staring with polite requests to refactor, or allow refactoring of comments. The underlying cause of interpersonal friction should be identified and addressed.

Cheap answers won't work. Tendentious editing can be done using perfectly civil forms but is actually disrespectful. You can't make a bad list of words to define respectful. Likewise dragging an editor ''everyone knows'' is incivil to ANI isn't useful.

Numbers. A woman can have a baby in nine months, but nine women can't have one baby in one month. Conversely, one editor addressing a non-respectful comment five times isn't the same as five different editors addressing it one time.

Edit summaries are problematic, because hastily posted words can't be refactored. We need a software change to allow the author of an edit summary to edit it after the fact.

What's considered respectful is culturally dependent. Wikipedia is its own culture; for example, a common WQA task was explaining to new editors that simple removal of owntalk comments is not disrespectful. It's not required nor particularly logical that Wikipedia ''respectful'' must be the lowest common denominator of what respectful is in the consistent cultures of its participants. 'We need to achieve a common definition.
