Richmond upon Thames London Borough Council is the local authority for the London Borough of Richmond upon Thames in Greater London, England. It is a London borough council, one of 32 in London, the United Kingdom capital.

The Richmond upon Thames London Borough Council was formed as the merger of the Twickenham Borough Council from Middlesex with the Richmond Borough Council and Barnes Borough Council from Surrey. The new council offices were located at York House in Twickenham. The council was elected a year before coming into its powers and prior to the creation of the London Borough of Richmond upon Thames on 1 April 1965.

Since 2000 the Greater London Authority has taken some responsibility for highways and planning control from the London boroughs, but within the English local government system the Council remains a "most purposes" authority which describes the available range of powers and functions.
As an outer London borough council, Richmond upon Thames has been an education authority since 1965.
Political composition
Richmond upon Thames is currently run by the Conservatives. Of the 54 councillors, 29 are Conservative, 24 Liberal Democrat, and 1 (elected as Conservative) has now joined UKIP.[3]
