Scanners

Scanners is a 1981 Canadian Sci-fi Horror movie directed by David Cronenberg. Scanners are a group of people who have telekinetic abilities, who become outcasts because some of these Scanners, led by Darryl Revok, start using their powers to attempt world domination.
