Cleanup tags should be accompanied by a comment on the article's talk page explaining exactly what the problem is and to start a discussion on how to fix the alleged problem. Cleanup tags that are not accompanied by any explanation whatsoever can be considered a drive-by tag and can be removed. Wikipedia policy also states that if an editor fails to bring the issue raised in the template to the talk page for resolution, then after a reasonable amount of time, the templates can be removed.
