Wikipedia policy also states that if an editor fails to bring the issue raised in the template to the talk page for resolution, then after a reasonable amount of time, the templates can be removed. I would say 6 and 7 years is long enough to wait.173.216.248.174 (talk) 03:18, 2 April 2014 (UTC)

I don't believe there is such a policy. Check this page for why cleanup templates are extremely important and are not a badge of shame, but in fact help attract attention to articles that need cleanup. If you go to the Community Portal on the left, you will see that there are lists of pages that require certain types of cleanup. By removing these templates, you are only delaying and impeding the cleanup of this article. So please stop viewing the cleanup templates as a negative thing, but rather as a positive call for assistance. Cleanup tags are meant to be temporary notices that will lead to an effort to fix the problem, they are not meant to be a permanent badge of shame. Cleanup tags should be accompanied by a comment on the article's talk page explaining exactly what the problem is and to start a discussion on how to fix the alleged problem. Cleanup tags that are not accompanied by any explanation whatsoever can be considered a drive-by tag and can be removed.
