I still can't tell if it's helping people or converting people to Christianity or maybe it's helping people with the intent of making religious conversions to Christianity. Public schools and libraries also have their own outreach programs. Schools may outreach to others by sending students to foreign countries and studying there. Libraries may offer book mobiles, helping people in faraway places get access to books.
