Andhra Pradesh State Election Commission is an autonomous, independent Constitutional and Statutory authority of Andhra Pradesh, India. It was formed under the Articles 243-K and 243-ZA of Constitution of India. It conducts the Local Body elections of Andhra Pradesh.

History

The Andhra Pradesh State Election commission was formed in June 1994. The first Local body elections for the Municipalities and Panchayats were held in March 1995. The second and third elections were held in 2000-2001 and 2005-2006 respectively.

Organization

The Election commission is headed by a State Election Commissioner appointed by the Governor of Andhra Pradesh. State Election Commissioner holds his term for five years. They are appointed in the rank of Principle Secretary to Government of Andhra Pradesh. Currently,P.Ramakanth reddy, IAS (Retd) is the Andhra Pradesh State Election Commissioner. He is assisted by two Secretaries, a Joint Secretary and various Election officers.

Functions

Elections to the Rural and Urban bodies of Andhra Pradesh are held by both direct and indirect elections. The sole controlling authority rests on the Andhra Pradesh State Election Commission.

Electoral rolls are as per the electoral rolls of Andhra Pradesh Legislative Assembly constituency. Polling stations are then identified based on the rolls. Following the notification for elections, similar norms followed as for the assembly elections.

  • Rural Bodies :
  1. Members of the Zilla Parishad Territorial Constituency (ZPTC)
  2. Members of the Mandal Parishad Territorial Constituency (MPTC)
  3. Gram Panchayat Sarpanch
  4. Gram Panchayat Ward Member
  • Urban Bodies :

The urban bodies consists of Municipal Corporations, Municipalities and Nagar Panchayats.

  2. Councillors of Municipality/Nagar Panchayat

Indirect elections

Indirect elections are held for the following positions: After the assumption of charge by the elected candidates, Indirect elections are held in the allocated time by the local bodies.

  • Urban Bodies :
  1. Mayor and Deputy-Mayor of the Municipal corporations
  2. Chairperson and Vice-Chairpersons in Zilla Parishad.
