A quick google [1][2] shows that the best way is to look at the label. If it's not clearly labelled, it should be marked Contents Unknown and returned to the manufacturer. Common Cylinder Sizes Weights

The Common Cylinder Sizes says it includes 4.5lb for valve and cap but at least one (unannotated) entry says it weighs 4 lbs which doesn't add up (sorry for the pun).
