Caught by an open proxy block but this host or IP is not an open proxy. This is not an open proxy. It is a public IP attached to a medical center, which is where I'm sitting right now. It's use ain't against the rules. I'm the guy who made all the edits in 2015 with this IP. @Mike V: placed a broad range block, 162.119.0.0/16. https://en.wikipedia.org/wiki/Special:Log/Mike_V. It was apparently triggered by a spurious SPI. Wikipedia:Sockpuppet investigations/Darknipples The block is a serious inconvenience. I've been making positive contributions. - The blocking policy and practice allows open proxies to be blocked on sight, regardless if they were used abusively. Taken from the blocking policy, Open or anonymous proxies may be blocked on sight. There simply needs to be identification and confirmation that it is an open proxy for the IP to be blocked. Please also note that the open proxy policy makes no note of blocking proxies when they are used abusively, only its rationale for blocking. They may be blocked on sight as soon as it's identified. (When I first started editing on Wikipedia, other, more experiences editors would throw around shortcuts and links to policies, guidelines, essays, etc., and I had no way of knowing that some were more important than others.)

- At any rate, what the blocking practice says is, "Open proxies may be blocked on sight according to the policy on open proxies" (emphasis mine), and that last part links to the policy, which says, in part, that information showing that an account has been using open proxies may be considered when evaluating suspicions of sock puppetry or other editing abuses. - An IP is not an account which in this case wouldn't apply as this is an IP, not an account. The block reason for this IP is for being an open proxy, not sockpuppetry as stated by Mike. Secondly, the CheckUser part on the open proxy page does not apply to this situation. In other words, if User:Example was found to be using an open proxy, this may be used as evidence and he/she may be blocked on suspicion that they have been using proxies to commit sockpuppetry. - With your WP rights, you are obviously in a better position than I to argue policy. Maybe the pages need to be edited? But setting that aside for now, as I wrote below, if IP 162 is editing from a medical center waiting room, then doesn't Shared and dynamic IP addresses apply? I don't have your tools, but a geolocate shows that the IP is affiliated with Kaiser Foundation Health Plan. That could very likely be a medical center. IP 162 isn't vandalizing. There is no evidence that they're abusing a ban. Barring something like that, since Wikipedia is the source anyone can edit (or however that saying goes), there is no reason to block them. He/she isn't blocked directly/there are no sanctions placed upon them. This is why I suggested that he/she request an account to bypass the block. He/she will need IP block exemption and I or any other admin can give that. This actually might be faster. Just need a request for an account and I can handle it on ACC. It could be possible that the network has been compromised which could have lead to open proxies. Elockid (Talk) 18:00, 26 January 2015 (UTC)
- They are effectively blocked from editing from the location they're at. A blacklist check shows no red flags. Has a rash of vandalism been reported at ANI from this range? A registered account has benefits, but there is no policy requiring an editor to register. Based on the evidence, I see no reason to force this editor to register to be able to edit if he/she doesn't want to. Is there another process for reviewing this? I agree that this block should be reviewed. If the IP is a WP:PROXY, policy says that open or anonymising proxies may be blocked from editing - if they're being used abusively. WP:SOCK lists about a dozen inappropriate uses (and about an equal number of legitimate uses). The IP user is not me and they are not Darknipples, and since no-one else is trying to introduce pro-control balance to gun-control articles at this time that I'm aware of, I don't think the IP is someone "Contributing to the same page or discussion with multiple accounts." Probably the best guess, if the IP editor is abusing a proxy, is that he/she is circumventing a sanction, but I don't know of a blocked pro-control editor at this time. There are three pro-gun editors topic-banned from GC articles right now, and one who is site-banned.

- I have responded at WP:OP to say that I do not think this IP is an open proxy, in our usual sense of open. If it's a public wifi or terminal, it's not that public. Find an open IP or create an account
IP 162, it looks like the only avenue they're leaving open for you is finding an unblocked IP address or creating an account. Despite no evidence of vandalism or other abuse, the decision is apparently "within policy."
To create an account, you can either find a computer/IP that isn't blocked and go to Why create an account
Or you can go to Wikipedia:Request an account and ask someone to create an account for you.
