A Centre Forward, he played most for most of his career at Liverpool where he became club captain, he played 313 games, scoring 111 goals between 1935 and 1952 which would have been a lot more if it hadn't been for the Second World War.

Balmer, a local lad, was from a family with a strong footballing pedigree, he and Albert Stubbins formed the first in a long line of great post Second World War partnerships.
