The frequency of 97.1 FM in Minneapolis was used by one of the oldest FM stations in the Twin Cities, having been established in the late 1940s. The original call letters were WTCN, and its owners eventually started the local television station with the same name on channel 11. By the late-1950s, 97.1's call letters were KWFM-FM.
Al Tedesco, brother of St. Paul City Councilman Vic Tedesco, purchased the station in 1968 and operated it as KTCR-FM, mated with its AM sibling of the same name (690 AM). Bob Rock was the General Manager, and he ran both stations for Al Tesdesco. In the early and mid-1970's, KTCR-FM was the only 24 hours stereo country station in the Twin Cities. Its AM country competitor, WMIN-AM eventually changed formats, and its FM station, KEEY-FM, programed an automated easy listening format.
