His Honour Charles S. Blackie VRD is a New Zealand judge who is currently the Chief Justice of the Pitcairn Supreme Court and is also a judge of the District Courts of New Zealand. He is a former Commander in the Royal New Zealand Naval Volunteer Reserve.
Early life
Blackie was born and grew up in Putaruru and went to Auckland to study law at the age of 18.[2]
Military career
Blackie joined the Royal New Zealand Naval Volunteer Reserve in 1967 as an Ordinary Seaman. He commenced his training before taking up a commission as an Ensign in 1969. He was promoted to Sub-Lieutenant in 1971, and it was during this period he served on several different New Zealand Naval vessels. After going on several courses and spending considerable time at sea, he achieved the Frigate Harbour Watch-keeping Certificate, the Astro Navigation Certificate and the Minor War Vessel Command certificate, which he received in 1989.[3]
This allowed him to command the newly-commissioned Moa-class patrol boat HMNZS Hinau, which served as the Inshore Patrol Boat for the Auckland Division of the Naval Volunteer Reserve. He commanded the vessel during several training operations and exercises, and during this period he also attended the Royal Australian Naval Staff College at HMAS Penguin.[3]
Blackie was promoted to Lieutenant Commander in 1983, and served as Operations Officer and Executive Officer of HMNZS Ngapona, before becoming their Commanding Officer in 1993. In 1996, Blackie retired from the active list of the Royal New Zealand Naval Volunteer Reserve, but has remained on their inactive list as a lecturer and court instructor.[3]
Legal career
In 1975, Blackie was appointed to the Court Martial Counsel Panel and appeared on behalf of both the prosecution and defence at various different courts martial. In 1982, he was appointed as Judge Advocate to New Zealand Armed Forces and served in that role throughout the 1980s and 1990s, overseeing between thirty and forty courts martial. In 1997 he was appointed to the Court Matrial Appeal Court and served until 2002, sitting as a member of the Court for three court martial appeals.[3]
Blackie is a founding member of the Armed Forces Law Association of New Zealand and is also currently the Chief Justice of the Pitcairn Supreme Court, having been appointed to that role in 2004. He oversaw the Pitcairn sexual assault trial of 2004, which was widely covered by foreign media. Blackie was also appointed to the District Courts of New Zealand on 18 December 1998, and is a Senior District Court Judge sitting in the Manukau District Court, Auckland.[3][4]
In his capacity as Chief Justice of the Pitcairn Supreme Court, Blackie attended the opening of the Supreme Court of the United Kingdom on 16 October 2009.[5]
