Citations needed; unfounded statements

First off, I'm not sure I understand this sentence:

As important as the federal aid programs that apply to needy Puerto Ricans are the federal programs that do not apply or only apply partially to otherwise-qualified residents of Puerto Rico.

Does it make sense at all? Is it not saying that Puerto Ricans are needy? Isn't it trying to say that federal aid programs are important to Puerto Ricans who need them? At any rate, it seems more like an opinion and I don't understand the point it's trying to make.

Also, the rest of the "Inapplicable federal programs" area does not have any citations and they really should since it's throwing in numbers and facts that seem, to me at least, more like opinions. --Madgirl 15 (talk) 07:17, 5 January 2008 (UTC)[reply]

removing POV tag with no active discussion per Template:POV

I've removed an old neutrality tag from this page that appears to have no active discussion per the instructions at Template:POV:

This template is not meant to be a permanent resident on any article. Remove this template whenever:
  1. There is consensus on the talkpage or the NPOV Noticeboard that the issue has been resolved
  2. It is not clear what the neutrality issue is, and no satisfactory explanation has been given
  3. In the absence of any discussion, or if the discussion has become dormant.

Since there's no evidence of ongoing discussion, I'm removing the tag for now. If discussion is continuing and I've failed to see it, however, please feel free to restore the template and continue to address the issues.
