On 17 August 2017, a van was driven into pedestrians on La Rambla, Barcelona, killing 13 people and injuring at least 100.[3][4] Two suspects then fled on foot.[5][6]

Police said two men were arrested in connection with the attack; another was reported killed in a shootout with police.[7] A man in his 20s born in Morocco, named as Driss Oubakir, was alleged to have rented the van. It is not clear if he is one of those arrested or the driver. Amaq News Agency said the attackers were soldiers of the Islamic State answering its call to target coalition states.[7]

Attack

Shortly before 17:00 CEST (UTC+2)[8], a white van drove onto the pavement of Barcelona's Las Ramblas, crashing into pedestrians between Plaça Catalunya and Gran Teatre del Liceu.[8][9][10]

The Fiat Talento van was hired by Driss Oukabir, a French-born Spanish citizen of Moroccan descent who is a convicted criminal. It was not clear if he was driving the vehicle or in any way involved in the attack. The mayor of Ripoll said Oukabir denied involvement.[11][12] He was arrested while reporting to police that his personal documentation was stolen.[13]

The driver fled as the counter-terror protocol was deployed. Catalan police could not confirm his motive.[14] First reports claimed two deaths and dozens of injured people.[15][10] The vehicle used was identified as a white Ford Focus.[10]

Soon after, the suspect number rose to two people, one of whom was the driver, allegedly barricaded inside a restaurant armed with a rifle. EFE claimed the second suspect managed to escape,[14] and it was reported that the van was hired in the neighbouring location of Santa Perpètua de Mogoda,[16] along with a similar van which was considered a getaway vehicle and was found by 19:00 in Vic.[17] El Pais newspapers later contradicted EFE and stated that police sources claimed the two perpetrators of the crash were holed up in a bar in Tallers Street.[18]

In the press conference held by the police at 19:00 local time, the spokesperson confirmed the terrorist nature of the event, one dead and 32 injured —10 of those in serious condition.[19][20] Meanwhile, another vehicle was involved in a ramming of a police barricade in Avinguda Diagonal and shots were exchanged. The reports informed the death of the driver and it is not known if this is involved with the previous attack.[21]

At about 20:20 local time, the Catalan government confirmed that 13 were dead and at least 50 people were injured.[22] At 20:29, Catalan police confirmed that no one had been taken as a hostage in the bar and that a suspect was held in custody.[23] Catalonia's regional president later stated that another arrest was made and that two suspects were in custody.[10] Another van which the perpetrators had rented to act as a getaway vehicle was found as well.[24]

The Spanish Interior Ministry meanwhile denied reports of two armed men entering a Turkish restaurant taking hostages.[25]

Reactions

Domestic

Gàbia operation was deployed by Mossos d'Esquadra in order to locate the perpetrator(s). All events in Barcelona were cancelled, and both Carles Puigdemont and Ada Colau cancelled their holidays so as to return to the city and take part in the crisis management.[29] Likewise, Mariano Rajoy cancelled his holidays and travelled to Barcelona with the Spanish vice-president, Soraya Sáenz de Santamaría, and Juan Ignacio Zoido.[30]

The King of Spain Felipe VI tweeted in response to the attack, "They are murderers, just criminals who will not terrify us. All Spain is Barcelona. Las Ramblas will return to being for everyone". [31][32]

Catalonia has declared three days of mourning.

International

Several world leaders reacted to the events, condemning the attacks and expressing shock, sympathy and solidarity with Spain.[33]

United States

U.S. Secretary of State Rex Tillerson spoke to reporters shortly after the attack and offered assistance to authorities in Spain as they investigate attack. Tillerson also mentioned that the incident "has the hallmarks of what appears to be yet another terrorist attack"; Followed by a reaffirming statement of "terrorists around the world should know that the United States and our allies are resolved to find you and bring you to justice." The U.S. Embassy diplomats in Spain are assisting Americans in the area and asking those that are safe to notify family and friends.

Quickly after Secretary Tillerson's comments, President Donald Trump and First Lady Melania Trump condemned the attack and quickly tweeted support to Spain: "whatever is necessary to help" and "Be tough & strong, we love you!" Trump, at the time, is on a work vacation at his private golf club in New Jersey and being provided updates by Chief of Staff John Kelly.
