It's not a new rule; that template has been worded that way since before I joined Wikipedia (and I joined in 2006), and it exists to make sure that someone isn't just stealing the organisation's internet connection. We also know, from WP:ABUSE, that organisations will NOT take abuse emails sent by Wikipedia editors (who are all volunteers) seriously at all, and the warnings above should be public notice enough. —Jeremy v^_^v Bori! 22:34, 3 November 2017 (UTC)[reply]
