The mentioned statutes are, even if their title might be misleading, not self-written, and published in the university's library. Additionally, other web sources, such as http://www.riga.diplo.de/Vertretung/riga/de/01-Willkommen-in-Lettland/Aktuelles__aus__Lettland__und__Touristisches/AktuellesausLettland/AktuellesausLettland.html and http://www.rsu.lv/eng/study-here/upon-arrival/student-life/student-organisations/deutsche-studenten-im-ausland support that claim.
