== Early life ==
Parkes was born in [[Handsworth, West Midlands|Handsworth]], [[Birmingham]], England on 18 October 1885, the son of a physician, W. E. Parkes.{{r|"RMG NMM"}} Educated at [[Rydal Penrhos|Rydal Mount]], [[Colwyn Bay]], and [[Berkhamsted]], Parkes attended the [[University of Birmingham]], and graduated M.B., Ch.B. in 1914.{{r|"BMJ 1958"}} As a boy, he became fascinated by warships of all nations, particularly their design and appearance. At the age of four, a picture of the American cruiser [[USS Baltimore (C-3)|''Baltimore'']] on a [[biscuit tin]] sparked his imagination.{{r|"Parton 1935"|p=1|q=He says it was a picture of the American battleship [sic] Baltimore on a biscuit tin which first fired him with an insatiable curiosity about ships at the age of four. == Early career ==
After residency as a surgeon at the [[Birmingham General Hospital]],{{r|"RMG NMM"}} Parkes joined the [[Royal Navy]] on 25 February 1915, on a temporary Commission as a surgeon.{{r|"London Gazette 1915"}} His talent for spotting ships sometimes from aircraft came to be recognized,{{r|"Parton 1935"}} and towards the end of the [[First World War]] he served in the [[Naval Intelligence Division (UK)|Naval Intelligence Division]] under Admiral Sir [[William Reginald Hall|Reginald Hall]] at the [[Admiralty]].{{r|"RMG NMM"}} While there he worked on the design of [[Q-ship]]s.{{r|"Reno Gazette 1935"}} He was on [[HMS Agincourt (1913)|''Agincourt'']] during [[Operation ZZ]], and saw for himself the internment of the Imperial German High Seas Fleet at the [[Battle of Jutland]].{{r|"RMG NMM"}}{{r|"Branfill-Cook 2014"}}

== Fighting ships ==
In 1918, Parkes was appointed an editor of ''Jane's Fighting Ships'', a post he held till 1935.{{r|"Khun 1934"}}{{r|"United States Naval Institute 1956"}} At first, he was joint-editor with Maurice Prendergast,{{r|"Sharpe Janes Information Group 1997"}} and from 1922 to 1930 with Francis McMurtrie.{{r|"Honan 1990"}}{{r|"United States Naval Institute 1924"}} From 1930 to 1935 he was sole editor. Parkes' book ''Ships of the Royal Navy'' was first published by [[Sampson Low, Marston & Company]] in 1922.{{r|"Naval Society 1923"}}{{r|"Parkes 1922"}} It would be reprinted in seven revised editions the next 15 years, and had a change of title to ''Ships of the Royal Navies (British Commonwealth of Nations)'' in 1935.{{r|"Ships and Ship Models 1936"}} In 1929, Sampson Low published the first edition of Parkes' book ''The World's Warships''.{{r|"Publishers Association 1929"}}{{r|"Parkes 1935"}}

Also from 1935 to 1940, he was being widely quoted in American newspapers and the [[United States Congress]], warning about Japanese naval development and expansion, pointing out, that is where the focus of world powers should lie.
