PERMATApintar National Gifted Center, UKM or commonly known as PERMATApintar College, UKM is the only gifted programme and school for middle-school students aged 12-17 in Malaysia.[2] It was founded in 2009 by Prof Datuk Dr Noriah Mohd Ishak with the help of former first lady of Malaysia, Datin Seri Rosmah Mansor. Currently, it is the only programme to identify academically talented and gifted students across Malaysia and giving them chance to expand their potential and talent. PERMATApintar offers three programmes: The Summer Camp Programme (PCS), PERMATApintar College, and ASASIpintar Programme (Pre-University Programme of National University of Malaysia).[3]
History
PERMATApintar National Gifted Center, UKM is the first gifted school in Malaysia. Established on 3rd April 2009, the school was the brainchild of Datin Seri Rosmah Mansor, former first lady of Malaysia, as early as 2006[2][3]. She wanted an education program for gifted student after visiting various countries' gifted schools. To realize this program, a series of discussions with local and foreign experts then took place to come up for a suitable program in Malaysia.
A working paper of PERMATApintar was then approved by Former Prime Minister of Malaysia, Dato' Seri Mohd Najib Razak in 2008. National University of Malaysia was appointed to implement the program with the fund disbursed from the PERMATA Division of the Prime Minister's Department. An agreement was made in Kuala Lumpur on April 2009 with the Johns Hopkins University - Center for Talented Youth to help kick start the program.[2]
In January 2010, National University of Malaysia gave a 22-acre (89,000 m2) land located at Bukit Puteri to the government to build the PERMATApintar complex.[2][4] Its first and incumbent director is Prof Datuk Dr Noriah Mohd. Ishak. The construction was divided into two phases. The construction of Phase 1 started in early 2010 and finished at the end of 2010 with the allocation of RM23 million.[5] The second phase was constructed right after the completion of the first phase on February 2011 with an allocation of RM54 million.[6] The second phase was finished on December 2011.[7] The first batch of Level 1 students started their study in PERMATApintar National Gifted Center in January 2011.[8]
In 2013, the third phase of the construction started in April 2013 fully funded by the Al-Bukhary Foundation. The construction involved the auditorium and the sports center. The construction was finished in October 2014.[7]
In 2014, PERMATApintar started receiving its first batch of Foundation 1 students, aged 12 and 13 years old, who will study in PERMATApintar for five years.
In 2017, construction for the upgrading and building of three specialized laboratories (the Robotics Laboratory, the F1 in Schools Laboratory and the Astronomy Laboratory) began. The construction of these labs finished by the end of 2017.
Location
PERMATApintar National Gifted Center UKM is located in the Bangi Campus of the National University of Malaysia, one of the most prestigious public universities in Malaysia. It is situated in a developing town of Bangi which is easily accessible by the North–South Expressway (Malaysia) via the Bangi exit and the KTM Komuter UKM station. In the future, a new campus will be open for the Foundation students will be open in the city of Seremban. The new campus will replace the current IPG Kampus Raja Melewar, Seremban which has stopped receiving new recruits since 2014. It is expected to be operational by 2021.[9] However, a recent decree by the Yang di-Pertuan Besar Negeri Sembilan could halt the expansion project altogether.[10]
Facilities
There are 15 buildings and a sports complex on PERMATApintar's 22-acre (89,000 m2) UKM campus, including the academic and residential sectors. The campus is divided into three phase. It is located at Bukit Puteri, UKM, Bangi. Two phases finished in December 2011 whereas the third phase finished in October 2014.[7] The first phase consists of 5 buildings whereas the second phase consists of 5 residential buildings and remaining academic buildings. The auditorium and the sports complex are a part of the expansion project funded by Al-Bukhary Foundation.[4][7]
Phase 1
Work on Phase 1 started in early 2010 and finished at the end of 2010[7]. In Phase 1, it compromised of 5 buildings: administration block, academic building with 8 classrooms, a laboratory block, a multipurpose hall and a cafeteria.
The administration block compromised of three offices, a library, an open hall, a surau, an event room, two meeting rooms and an observatory. The offices are PERMATApintar High School Programme Office, ASASIpintar (UKM Pre-University) Programme Office and Talent Search (Summer Camp Programme) Office.
In the laboratory block, there are 2 Biology labs, 2 Physics lab, 2 Chemistry labs, 2 Computer labs, a Music Studio and an Art Studio. The nearby blocks in Phase 1 are the cafeteria and the multipurpose hall.
Phase 2
Right after Phase 1 completed, the construction of Phase 2 started: February 2011. It was completed in December 2011[7]. In Phase two, it compromised of an instructors block, a laboratory block, an academic building, four hostel buildings and a dining hall block.
In the laboratory block, there are 2 Biology labs, 2 Physics lab, 2 Chemistry labs, 4 Computer labs, 4 Specialized labs, an event room, a counsellor room and a sickbay. All of the Science labs in this block is used for the ASASIpintar Programme. The academic building compromised of 12 classes which 4 of them are for ASASIpintar Programme.
The residential sector consists of a dining hall block and two hostel block. The male hostel block compromised 90 student rooms, 10 guest rooms, the hostel office and a study space. The female hostel block compromised 110 student rooms, 10 guest rooms, a study space and the female's surau. Each hostel is guarded with one warden and at least 3 college fellows.
The remaining blocks in Phase 2 are the instructors' block and the dining hall block. The instructors' block consist of instructors' rooms that could fit 60 instructors. The dining hall block has a dining hall that can fit 600 student, the school minimart and the male surau.
Phase 3
The auditorium and the sports center were contributed by the Al-Bukhary Foundation.[4][7] The construction of these buildings started on January 2013 and finished on October 2014[7]. The auditorium consisted of a hall that could fit around 600 guests, a VIP room, a stage, and a reception area. The sports complex consisted of an Olympic-sized swimming pool, a football field, eight running tracks, two VIP rooms, a mini-gym and multiple fitting rooms.[11]

The college conducts a student selection process every year. Any Malaysian students aged 9 to 15 are allowed to apply. In the selection process, there are three steps which are Ujian (Test) UKM1, Ujian (Test) UKM2, and Ujian (Test) UKM3 during the School Holiday Camp (PCS). A student must pass Ujian UKM1, Ujian UKM2, successfully attended and completed School Holiday Camp (PCS), and Ujian (Test) UKM3[13].
Ujian UKM1 is the first selection test for students who wish to join programmes under PERMATApintar.[12][14]. Students who passed the Ujian UKM1 are invited to join the Ujian UKM2 held in UKM2 centres across the country.
Ujian UKM2 is the second selection test to filter and search talented students who can join the School Holiday Camp.[15] Those who pass UKM2 will then be invited to join the School Holiday Camp held in December every year.
School Holiday Camp (PCS) and UKM3 Test
School Holiday Camp or PCS is an academic summer camp which offers 23 first year university courses which develop students interests in STEM[16]. PCS is held twice each year, in June and December, until 2016 when the mid-year school holiday clashes with Ramadan, a fasting month for the Muslim majority in Malaysia. Starting from 2017, PCS is only held once a year during December. PCS is used to identify potential candidates to be offered admission to PERMATApintar College, UKM in the subsequent year.
The December PCS is held for three weeks whereas the June PCS is held for two weeks. Those who are admitted to June PCS are from the previous year UKM2 participants.
The Ujian UKM3 or the third selection test is also conducted during the camp. Only those who passed UKM3 will then allowed to join the PERMATApintar High School programme. All participants were given a course based on their performance in UKM2. The courses given to the participants vary each year but some notable example of courses are Logical Reasoning, Robotics, Ethnomathematics, Astrophysics and Green Technology.[12]
Ujian UKM3 is a set of tests which there are a competency-based test and an EQ test. The competency-based test, or commonly known as the academic test is a test which students are tested on their knowledge of Physics, Chemistry, Biology and Mathematics which is the core of STEM. The EQ test is a test to measure the Emotional Quotient and psychometric instruments.[14]

Residential Life
PERMATApintar utilizes a house system, similar to many British boarding schools. During orientation week, students may choose from four houses, each named after the famous gemstone — Emerald, Sapphire, Ruby and Topaz. Each house consists of a housemaster, around 10 house teachers (depending on the number of the teachers) and house executive committee. The house committee consists of house captain, vice house captain, and relevant house committee such as Marching Committee. The executive committee is selected from the students for a one-year period. The house executive committee is in charge of the direction of the house, especially during inter-house sports events.
PERMATApintar have Student council in which students are elected to represent the student voice on matters regarding the school. The council is also responsible to maintain order of the students and handling events in PERMATApintar. The members of the council is elected among the Level 1 and Foundation 3 students for a period of one year.
PERMATApintar adheres to Zero-Indifference policy whereby all students are treated equally regardless of gender, age and Race (human categorization).[17] This leads to greater communication and understanding between batches. All students and teachers are required to follow this policy. The Southeast Asian respect culture is still retained in this college but any forms of discrimination or bullying are heavily penalized.
Activities and Events
Future Scientist Conference
Organized by PERMATApintar National Gifted Center, UKM, this annual conference is an avenue for High School Students to present and share their research experiences. This conference was first held in 2012 at PERMATApintar College, UKM, in Bangi, Selangor. All schools are invited to participate in this conference.[18]
Nobelist Mindset Programme
UKM in collaboration with The New York Academy of Sciences (NYAS) organised the first Nobelist Mindset Workshop which was held at Pusat PERMATApintar Negara, UKM from 27 until 31 January 2013.[19] The programme has entered its fifth year when the programme was held at London in May 2017.[20]
PERMATA Model United Nations
Organized by PERMATApintar National Gifted Center, UKM, this annual conference is to develop critical thinking concerning global issue and world peace program among its participants. This conference was first held in 2015 at PERMATApintar College, UKM, in Bangi, Selangor.[21] All Malaysian students are invited to participate in this conference.
Genome to Space
A project proposed by Datin Seri Rosmah Mansor in 2016 where a DNA barcoding laboratory and astrophysics laboratory complete with observatory tower and the telescope were set up to provide a new learning platform for PERMATApintar students who are interested in DNA sequencing and space-related phenomena.[22]
