Mayor Jennifer P. Dougherty is serving her first term as Mayor of The City of Frederick. Her top priorities include fostering open government and improving services to the City’s 53,000 residents by listening to their concerns and ideas. Mayor Dougherty was born in Alexandria, Virginia in 1961 and was reared in Washington, DC. Mayor Dougherty graduated magna cum laude from Mount Saint Mary’s College in Emmitsburg, MD in 1983.

While a student at “The Mount”, Mayor Dougherty was a four-year varsity field hockey player as well as Editor of the campus newspaper, The Mountain Echo. She has been awarded The Distinguished Alumni Award and has been inducted into the Mount Saint Mary’s Athletic Hall of Fame. Mayor Dougherty remains loyal to her alma mater serving on The President’s Council, the Athletic Advisory Council and the Hall of Fame selection committee.

Mayor Dougherty moved to Frederick in 1987 to open her first business, Jennifer’s Restaurant. In 1999 she opened Dougherty’s Irish Shop, which is managed by her mother, Mary Dougherty. Both businesses are located in Frederick’s thriving Historic District.

The Mayor has served on the Board of Directors of The Heartly House, the Rotary Club of Carroll Creek, and as the Chairman of the Board of The Frederick County Chamber of Commerce. She has been honored with The Entrepreneur of the Year Award (2000) and The Paul Harris Fellow by Rotary International.

Dougherty’s desire to serve was born in the education, love and devotion provided by her family. Her paternal grandfather was a public servant (serving President Truman’s Interior Department) and her maternal grandfather was a successful entrepreneur in Washington, DC. The combination is Jennifer – an entrepreneurial mayor!

Mayor Dougherty’s parents, brothers, sisters and many niece and nephews remain the guiding forces in her life. Her family tends to fill her “free time” enjoying trips to Ireland, Redskins’ football games, family “pick-up” basketball games and an occasional round of golf.
